Hirohito was emperor of Japan, while Hideki Tojo was Prime Minister, a general of the Imperial Japanese Army and the leader of the Imperial Rule Assistance Association. After the war, in order to avoid persecution, Hirohito portrayed himself as a powerless constitutional monarch.
